Add a build server command.
* lisp/pdf-tools.el: Added elpa header.
(pdf-tools-rebuild-server): New command to build the server in a elpa installation.
(pdf-tools-install): Maybe ask to build the server.
(pdf-tools-uninstall): Always quit the server.
